Aware of all that is happening around him, the Cameroon film director is convinced that with a good amount of goodwill, his country can choose a better destiny

You have just set up an association named Talent Coalition, what is it about?

It´s about proposing solutions to problems that we face in our country. This organisation has been created to help us solve our problems through talent and human genius. Because our world is the product of genius and human creativity, I am convinced that it´s Man that will be able to bring to our country, our continent, the answers that we need on a daily bisis. If I have felt the need to create an organisation, it´s because I have realised that Man is not a priority in our society and his genius, his talent and his creativity even less so. Our society is becoming hyper-materialistic, forgetting that even the money after which we are running is first and foremost a human invention. In Talent Coalition, it´s about working to reset talent, creativity and human culture at the centre of the development of our country and of the continent as a whole.

In the name of this association, you have written a manifesto that presents a number of propositions, can you tell us more about this?

We have written a little book that will permit everyone to understand our project. Because our aim is foremost to improve our society, it isimportant to put down for the attention of those who are or who will be in charge of our country, propositions of clear and precise actions drawn from long reflexions.

Whom precisely is this manifesto destined for?

To every one who knows somebody with talent but who cannot perform in our country and who is forced either to keep it inside him or to leave the country in order to express it elsewhere as is the fashion nowadays.And it is not normal. Talented and creative cameroonians must find their place in our society and must be able to live from what they do best and for that purpose, we must start by saying it in writing so that we can sit down and discuss as to how we can solve the problem.

The must important element of this document is “The Cultural pact” that you are going to submit to different candidates at the next presidential election...

It is our way to contribute to the nation building process. We propose to the candidates to inscribe culture in a significant manner in their political project, because there is no doubt today that culture, which is the product par excellence of human genius is abandonned. For exemple, culture should not be the responsability of the ministry of culture alone. All ministries, all companies and organisations must make it a priority. You know, colonial project was first and foremost a cultural project in the way that the colonizer dicided to make us change culture, change language, economy, justice, education, etc. Every real development project of Africa must go though culture. My dream is to make our country become the first Cultural Republic in the world just as The Islamic Republic exists.

How are you going to get the manifesto to different candidates?
Well, they have mail addresses, don´t they?

In 2004, during the last presidential elections, a group of women “Les Crieuses” proceeded in the same manner as you, so that discrimination against women would be taken into account. But their voice doesn´t seem to have gone far. What would you do if you are not heard?

I regret that they where not listened to. But, I am for these kind of initiatives which should be multiplied because its thoses kinds of actions that encourage democratic debates and prevent other less democratic methods to appear. If our voice is not heard, we are not going to stop there, we´ll carry on to nominate a candidate at the presidential election.

Do you have political ambitions?

If trying to find solutions to problems that we all face is having political ambitions, yes. But I´ll never abandon cinema. Between beeing an african president or beeing a film director with worldwide fame, my choice is done without hesitation. But I will only have political ambitions if I can do the work I love in my country. And I invite everybody who is in the same situation to do the same.

You are talking about a Cultural Republic in a country where the youth unemployment rate is growing everyday. What would you offer to them?

Where are you going to employ all those jobless young people that we see in our cities? In iron mines? In farms? They are already doing what they want to do! Me, I see them everyday: they want to do cinema, music, fashion, interior design, graphics, photography, Internet, animation, etc. When I started the film on Samuel Eto´o, it was to open a professionnal route to all young people to the world market. The film was going to cost 6 million Euros and was going to produce 17 million. Furthermore, it was a film that was going to open doors to young cameroonians in the very lucrative service sector in the world market. When you see the graphics of the lion on the shirt of the Indomitable Lions, its a young german designer who did it for Puma, and yet it is not graphic designers that we lack in Cameroon. It is where the jobs of tomorrow are found and we want our country to step into that intangible world economy and not to carry on settling for the economy of raw materials.

Should we understand by that that we can no longer envisage the development of Cameroon without intangible economy?

Its an economy that travels faster, thanks to technology; and that is global because it is not subject to physical constraints of material economy. A song, a photo, a drawing is transported faster nowadays than a bunch of plantain because it goes through the Internet and its payment through bank cards orPaypal from the other end of the world is instantly done. Someone once said that we are all equal before the Internet.

Talking of intangible economy, you say “We wanted to make of the arrival of the Cameroonian on the international scene, an event” What do you mean?

We shine through our absence in the world economy. The entrance of a country like Cameroon with its unique and original offer deserves a “marketing” stage, a bit like when Apple lauches its iPad.

The 10th point of “The Cultural Pact” talks about opening a house of talents abroad, what is it about?

In fact, for those of the talented and accomplished people who have been forced to leave the country that we’ll fail to bring back, it’ll be urgent to create a platform that will allow them to give-back to their country their know-how. I travel abroad a lot and I meet a lot of cameroonians, they all ask for only one thing: to bring to their country all the experience they have gathered through the years. We must help them achieve that, it is the aim of the House of talents abroad. The house of talents abroad is a reception and information centre. On one hand there is an offer of talents and on the other the needs from institutions, enterprises, communities and people. It creates the link. It is also about giving support and accompagniing talents in their effortto bring their know-how to the country.

Do your colleagues know about this initiative?

This initiative was born from discussions that I have been having for many months with friends and colleagues from the culture sector or close sectors. The sector is so deprived there is no future. You just have to see all those cameroon artists who have to go and live in the West eventhough they know their public is first and foremost caameroonian. The West has become the sole protection to the artist, abandonned to himself without any cultural policy in his country, thus without status; yet God knows how much those artists have allowed us to dream and to hope through their creativity. In our sector, cinema, the damage is worst. No halls, no grants, no TV production, no fight against piracy. Its either exile or disguised unemployment. You see that we dispose of enough time to take care of ourselves. I have suggested to friends the idea of creating and organisation, and they have all encouraged me.

We have been used to seeing you a lot in the country. But, now you are leading an ambitious assotiation, are you planning to finally settle at home?

I’d love to enjoy in my sector the same status as footballers. To be able to defend the national coulors as well conquering the world where big matches of world cinema are played. Thats also the role of Talent Coalition. Cameroon and Africa are subjects that I love exploring. I do cinema because I dream that one day my country becomes a dream country. This country has allowed me to become what I am today, there is time to learn, a time to practice what we’ve learnt and another for transmitting. Even if I continue producing, I thing that I should henceforth transmit and participate with all that I have learnt for the development of my country. I have just recently signed a convention with Yaounde I university to develop there cinema in a sort of research laboratory.

Somewhile ago you were announced to be shooting a film on Eto’o Fils, what went wrong with completing the project?

Talent Coalition was born in line with the same idea that guided me toconceive a film on Eto’o as I said earlier. With this project, I made a sad discovery: Even Eto’o doesn’t belong to us anymore, it’s the price of the talent and genius drain of our country. Eto’o deserves better, but his limit is the limit of his manager. Nevertheless, in the meanwhile, I did a film on the beauty of Cameroon entitled “A continent called Cameroon”, I did a film from archives, “Les Pieds Nickeles a l’Elysee”, I wrote a book available in Cameroon, “Africa for the future”, I set up a video show at Quai Branly “ Une Africaine dans l’Espace”.

In fact, how can a cameroon film lover get one of your films?

From pirates, right? The French cultural centre has all my films, hundreds of american universities have all my films. We have a Cameroon cultural centre, don’t we? We have a national television, don’t we? Isn't It enough already to be author-producer-director-distributor? Let everyone do their job! I should only focus on one of those jobs as it is normally done and allow other cameroonians to work too.

Is Jean-Pierre Bekolo on a cinematographic project at the moment?

Always!

Turning Cameroon into the first African Cultural Republic

The Festival des Arts Nègres that opened in Dakar, Senegal on the December 10th is a great plateform for Cameroon filmmaker Jean-Pierre Bekolo whose "Les Saignantes" will be screened at this historical event created by the President-Poet Léopold Sedar Senghor 43 years ago. Jean-Pierre Bekolo has just started in his home country Cameroon an organization called TALENT COALITION whose objective is bring african ingenuity, creativity and inspiration in the resolution of problems facing the continent. He thinks that "we should not accept the idea that the best of our people can't live at home and participate in building our continent. Because colonization has turn most of our development problems into cultural problems, we should also seek the solutions in the culture created in the past and in the present by our ingenuity. We have to bring human at the center of development. Our long term goal is to turn most of African countries into Cultural Republics the same there are Islamic republics. We believe that creative people such as artists and inventors have so much to contribute to our continent that we will make sure we have more artist-présidents like Senghor who gave Senegal the image senegalese are so proud of today."

Suffisamment alerte et attentif à tout ce qui se passe autour de lui, le cinéaste camerounais est convaincu qu’avec une sacrée dose de bonne volonté, son pays peut choisir une destinée meilleure. Vous venez de mettre sur pied une association dénommée talent coalition, de quoi est-il question? J’ai eu envie de faire une proposition de solution aux problèmes qui se posent à nous dans notre pays en créant une organisation qui nous aide à nous appuyer sur le talent et le génie humain pour résoudre nos problèmes. Parce que notre monde est le produit du génie et de la créativité humaine; je suis convaincu que c’est l’Homme qui est capable d’apporter à notre pays, à notre continent les réponses dont il a besoin au quotidien. Si j’ai eu envie de créer une organisation c’est parce que j’ai constaté que l‘Homme n’est pas une priorité dans notre société; et son génie, son talent et sa créativité encore moins. Notre société est dangereusement entrain de devenir hyper-matérialiste oubliant que même l’argent après lequel elle court et avant tout une invention humaine. Il s’agit au sein de la Talent Coalition d’œuvrer pour remettre le talent, la créativité et la culture humaine au centre du développement de notre pays et des pays africains en général. Au nom de cette association, vous proposez un manifeste qui résume un certain nombre de propositions, pouvez-vous nous en dire plus? Nous avons produit un texte sous forme d’un petit livre permettant à tous de se retrouver dans notre approche. Parce que notre objectif est avant tout d’améliorer notre société, il est important de formuler à l’attention de ceux qui ont ou auront la charge de gérer nos pays des propositions d’actions claires et précises issues de longues réflexions. Vous savez que la plupart des idées appliquées dans nos pays ne sont pas le fruit de nos réflexions. Pourtant Dieu seul sait que nous avons des idées. A qui s’adresse précisément ce manifeste? A tous ceux qui connaissent des personnes qui ont un talent mais ne peuvent l’exercer dans notre pays et sont obligés soit de le réprimer soit de s’exiler pour aller l’exprimer sous d’autres cieux comme c’est la mode actuellement. Et ce n’est pas normal. Il faudrait que les camerounais talentueux et créatifs puissent trouver leur place dans notre société et vivre de leur créativité et de leur talent, pour cela, il faudrait commencer par le dire “par écrit” pour que ensemble on puisse en discuter afin de trouver la manière d’y remédier. L’élément le plus significatif de ce document se trouve être ‘Le Pacte Culturel’ que vous comptez soumettre aux différents candidats à la prochaine élection présidentielle… Oui c’est notre façon d’apporter notre contribution à l’édifice national. Nous proposons aux candidats de s’engager à inscrire la culture dans leur projet politique de manière significative car il ne fait aucun doute aujourd’hui que la culture qui est le fruit du génie humain par excellence est abandonnée. Par exemple, la culture ne doit plus être le fait du seul Ministère de la culture; tous les ministères, toutes les entreprises et toutes les organisations doivent en faire une priorité. Vous savez le projet colonial était avant tout un projet culturel au sens où le colonisateur avait décidé de nous faire changer de culture, nous changer de langue, de d’économie, de justice, d’éducation etc. Tout véritable projet de développement africain passe par la culture. Notre rêve est de voir notre pays devenir la première République Culturelle au monde comme il y a des Républiques Islamiques. Comment comptez-vous faire parvenir le manifeste aux différents candidats ? Ils ont des adresses pour recevoir des courriers non? En 2004 à l’occasion de la dernière élection présidentielle, un groupe de femmes ‘les crieuses’ a procédé de la même manière que vous, pour que les discriminations faites aux femmes soient prises en compte. Mais leur cri ne semble pas être allé loin. Que comptez-vous faire si vous n’êtes pas entendu ? Je salue ce genre d’initiatives qui devraient se multiplier car ce sont des méthodes qui encouragent le débat démocratique et évitent que d’autres méthodes moins démocratiques voient le jour. Je regrette que “les crieuses” n’aient pas été entendues. Si nous, nous ne sommes pas entendus, nous n’allons pas nous arrêter là, nous allons aller jusqu’à proposer un artiste comme candidat à l’élection présidentielle. Avez-vous des ambitions politiques ? Si essayer d’apporter des réponses aux questions qui se posent à nous tous c’est avoir des ambitions politiques, oui. Mais pour rien au monde je n’abandonnerai le cinéma. Entre être un président africain et un cinéaste de renommé mondiale, mon choix est vite fait. Mais je n’aurai des ambitions politiques que si je peux exercer dans mon pays le métier qui me passionne. Et j’invite tous ceux qui sont dans le même cas à faire de même. Vous parlez d’une République culturelle dans un pays où le taux de chômage des jeunes est sans cesse grandissant. Que leur proposez-vous? Où allez-vous employer tous ces jeunes que nous voyons dans nos villes? Dans les mines de fer? Dans les plantations? Ils font déjà ce qu’ils veulent faire. Moi je les vois tous les jours ils veulent faire du cinéma, de la musique, de la mode, de la décoration, des graphismes, de la photo, Internet, la 3D etc. Quand j’ai initié le film sur Samuel Eto’o c’était pour ouvrir une voie professionnelle pour tous nos jeunes sur le marché mondial. Le film coûtait 6 millions d’euros et devait en rapporter 17 millions. En plus c’était un produit qui allait ouvrir tous ces jeunes camerounais au marché de la prestation de service mondiale très porteur. Quand vous voyez le graphisme du lion sur maillot des Lions Indomptables, c’est un jeune graphiste allemand qui l’a fait pour Puma pourtant ce n’est pas la créativité qui manque au Cameroun. C’est là que se trouvent les emplois de demain et nous voulons que notre pays s’inscrive dans cette économie mondiale immatérielle et ne se contente plus de l’économie des matières premières. Doit-on comprendre qu’on ne peut plus envisager le développement du Cameroun sans s’investir dans l’économie immatérielle ? C’est une économie qui va plus vite grâce à la technologie et qui est mondialisée car elle n’est pas soumise aux contraintes physiques de l’économie matérielle. Une musique, une photo, un dessin se transporte plus rapidement aujourd’hui qu’un régime de plantain car elle passe par Internet et son achat par carte bancaire ou PayPal à l’autre bout du monde est instantanée. Quelqu’un disait qu’on est tous égaux devant Internet. En parlant d’économie immatérielle, vous dites « nous avons voulu faire de l’arrivée du Camerounais dans la scène internationale, un évènement ». Que sous-entend ce propos ? Nous brillons par notre absence dans l’économie mondiale. Je voyage beaucoup à l’étranger et je rencontre beaucoup de camerounais, il ne demande qu’une chose; apporter à leur pays tout ce qu’ils ont accumulé comme expérience, nous devons les aider, c’est l’objectif de La maison des talents de l’étranger. La maison des talents de l’étranger est un centre d’accueil et d’information. Il y a d’une part l’offre des talents et de l’autre des besoins au sein des institutions, des entreprises, des communautés et des personnes. Elle fait de la mise en relation. Il s’agit aussi se soutenir et d’accompagner les talents dans leur volonté d’apporter leur savoir faire au pays. Vos collègues sont-ils au courant de cette initiative? Cette initiative naît des discussions que j’ai eues depuis plusieurs mois avec des amis et collègues du milieu de la culture ou proche. Le secteur est dans une déprime sans précédent et il n’y a pas de perspectives. Il n’y a qu’à voir tous ces artistes camerounais qui doivent aller vivre à n’importe quel prix en occident tout en sachant que leur public est avant tout camerounais. L’occident est devenu la seule protection de l’artiste abandonné à lui même sans politique culturelle dans son pays, donc sans statut; pourtant Dieu seul sait combien de fois ces mêmes artistes nous ont permis de rêver et d’espérer grâce à leur créativité. Dans notre domaine du cinéma, le sinistre est encore plus grave. Pas de salles, pas de subventions, pas de production télé, pas de lutte contre la piraterie. C’est soit l’exil soit un chômage déguisé. Vous comprenez que nous disposons d’assez de temps pour nous occuper de nous mêmes. J’ai présenté à des amis le projet de création d’une organisation, ils m’ont tous encouragé. On n’a pas été habitué à vous voir très souvent au pays. Mais là vous êtes à la tête d’une association ambitieuse, pensez-vous vous installer définitivement au bercail ? J’aimerais bénéficier dans mon domaine du même statut que les footballeurs. Pouvoir à la fois défendre les couleurs nationales et aller à la conquête du monde où se jouent les grands matches du cinéma mondial. C’est aussi le rôle de la Talent Coalition. Le Cameroun et l’Afrique sont les sujets que j’adore traiter. Je fais du cinéma parce que je rêve qu’un jour mon pays devienne un pays de rêve. Ce pays m’a permis d’être ce que je suis aujourd’hui, il y a un temps pour apprendre, un temps pour pratiquer ce qu’on a appris et un pour la transmission. Même si je continue à produire, je crois que je dois désormais transmettre et participer grâce à tout ce que j’ai appris au développement de mon pays. Je viens de signer une convention avec l’Université de Yaoundé I pour y développer le cinéma au sein d’une espèce de laboratoire de recherche. Il y a un moment on vous annonçait en tournage d’un film sur Eto’o Fils, qu’est-ce qui a fait échouer le projet ? La Talent coalition naît des mêmes idées qui m’ont poussé à imaginer un film sur Eto’o comme je l’ai dit tout à l’heure. Avec ce projet j’ai pu faire un constat amer : même Eto’o ne nous appartient plus, c’est le prix de la fuite des talents et génies de notre pays. Eto’o mérite mieux mais sa limite est la limite de son manager. Mais entre temps, j’ai fait un film sur la beauté du Cameroun ‘A continent called Cameroon’, j’ai fait un film à partir d’archives ‘Les pieds nickelés à l’Elysée’, j’ai écris un livre disponible au Cameroun ‘Africa for the future’, j’ai fait une installation vidéo au Quai Branly ‘Une Africaine dans l’espace’. Justement, comment fait un cinéphile camerounais pour se procurer un de vos films ? Chez les pirates, non? Les centres culturels français ont tous mes films, des centaines d’universités américaines ont tous mes films. Nous avons un Centre culturel camerounais non? Nous avons une télévision nationale non? C’est déjà assez d’être auteur-producteur-réalisateur-distributeur non? Que chacun fasse son travail! Alors que je devrais me concentrer sur un seul de ces métiers comme ça se fait normalement et permettre aux autres camerounais de travailler. Jean-Pierre Bekolo est-il sur un projet cinématographique ? Toujours!
